Position Summary: Under the executive direction of the Chief Academic Officer, with broad scope for the exercise of independent initiative and judgment, serves as Deputy Chief Academic Officer, English Language Learners (ELLs) charged with responsibility for leading and setting policy for a broad range of activities related to the Department’s efforts to provide high-quality programs for English language learners.
Office of English Language Learners (OELL) drives the DOE's focus on its vast ELL, multi-lingual learner population, and creates professional development opportunities across New York City to help educators deepen their understanding and acquisition of the English language and lead the expansion of bilingual programs. Consistent with the New York City Department of Education’s Framework for Great Schools, the Deputy Chief Academic Officer, English Language Learners is committed to better serving linguistic learners and promoting equity through new educational programs, including:
All English Language Learner (ELL) initiatives systemwide, including the creation, development, deployment, implementation, and monitoring of ELL supports, resources, and services across districts, field offices, and schools.
Expanding parent choice with the creation of new Dual Language and Transitional Bilingual Education programs to support ELLs in gaining language proficiency in English and their native language;
Providing borough-wide parent workshops on Dual Language, Transitional Bilingual Education, and English as a Second Language programs to promote family and community engagement;
Increasing the number of standards-aligned professional development opportunities for principals, teachers and staff to deepen their understanding of second language acquisition and literacy development; and
Hiring instructional coaches to support school-based staff.
Through this work, the Department of Education ensures that our English Language Learners receive the high-quality, rigorous learning opportunities and targeted support they need to thrive in college and careers. The Deputy Chief Academic Officer, English Language Learners develops and implements policies and procedures and keeps abreast of innovative practices in support of these programs, leading related staff development and engagement initiatives in response to identified needs. Performs related work.
Reports to: Chief Academic Officer
Direct Reports: Executive Director, ELL Instruction and Support; Executive Director, Strategy and Operations.
Key Relationships: Mayor’s Office, Department of Education Leadership team, Panel for Educational Policy, elected officials and other external offices to engage and work with key ELL stakeholders.
Responsible for all English Language Learner (ELL) initiatives systemwide, including the creation, development, deployment, implementation, and monitoring of ELL supports, resources, and services across districts, field offices, and schools.
Supports ELL opportunity and achievement with particular emphasis on relevant programmatic/compliance issues related to ELL students.
Provides oversight and accountability for implementation of NYS Education Department corrective action plans supporting ELL students.
Serves as the chief Department of Education liaison to the NYS Education Department, advocates, Council of School Administrators (CSA), United Federation of Teachers (UFT), and other major constituents and partners to ensure advocacy and accountability on behalf of students identified as ELLs.
Oversees and partners with Field Support Centers’ staff and school-based leadership and staff to ensure the timely, effective and appropriate delivery and use of ELL resources.
Leads the evaluation and development of curriculum, assessment, and instruction to promote the identification and implementation of innovative strategies that advance achievement of all ELLs in authentic and meaningful ways.
Oversees the development of instructional resources and tools to ensure that teachers and school administrators of ELL are well equipped to deliver high-quality, rigorous, and differentiated instruction that meets the varied needs of all ELLs.
Oversees the design and delivery of all professional development offerings by the OELL to schools, field and central staff, ensuring relevance, coherence, and alignment of professional development services provided.
Provides leadership and oversight of funding, human resources, and performance management for OELL; oversees the development of strategic systems and support for Division staff to ensure the effective use of resources, appropriate alignment of staff responsibilities, and effective management of division staff.
Oversees communications and external affairs support; engages regularly with ELL advocacy community and other ELL support/service providers to ensure delivery of needed supports to ELL students.
Must currently possess (or will possess by date of hire) New York State certification as a school district administrator (SDA) or school district leader (SDL). Please note: We do not accept internship certificates
Ability to think strategically to design and implement large-scale organizational initiatives.
Expertise in English language learner educational programs and supports
Knowledge of Department of Education program policies, procedures, organizations, issues and initiatives pertaining to English language learner educational programs.
Ability to understand and respond to policy research on difficult, complex, controversial and sensitive issues affecting public education.
Ability to generate initiatives and ideas helpful to the school system and supportive to the accomplishment of its mission.
Ability to communicate clearly and effectively articulate issues and problems, and generate recommendations in matters of policy and of organizational implementation.
Sharp equity focus, with manifest determination that all students have potential to achieve at high, rigorous levels.
