This position is responsible for providing support to the educational process with specific responsibilities for oversight and management of the English Language Learners (ELL) and Migrant Education programs of the District. Also responsible for coordination and development of services; identifying and providing required and necessary services to ensure access to educational opportunities; education and training of employees in ELL and Migrant Education issues; and serving as a resource for others to ensure delivery of quality services.
ESSENTIAL JOB FUNCTIONS
Proactively develop and implement programs, procedures, and supports to ensure the success of the ELL and Migrant Education programs.
Coordinates the processes and procedures for identifying eligible students to provide appropriate services in a timely and efficient manner while complying with regulatory requirements and established guidelines.
Collaborates with a variety of individuals (e.g. parents, nurses, counselors, secretaries, teachers, interventionists, administrators, etc.) through communication, education, training, supports and advocacy, enabling these individuals to meet the educational needs of students in the ELL and Migrant program.
Communicates regularly with building administrators, teachers, and parents providing guidance and support regarding students’ needs and progress, outlining expectations for services, identifying training needs, coordinating district-provided professional learning services, and maintaining high quality instruction.
Compiles data from a wide variety of sources analyzing issues, ensuring compliance with established policies and procedures, monitoring program components, and developing trainings and supports for individuals responsible for delivering services.
Coordinates services for students in the ELL and Migrant Education Programs implementing and/or maintaining eligible services, ensuring access to educational opportunities, and achieving overall program objectives.
Develops long and short-range District implementation plans ensuring organizational objectives are achieved in the most efficient and timely manner while ensuring alignment with the District’s strategic objectives, including those specifically designed to support under resourced and underrepresented students.
Maintains a variety of confidential and non-confidential files and records providing up to date information and/or historical reference in accordance with established guidelines and legal requirements for appropriate delivery of services, and for strategic planning.
Participates in meetings, workshops, and seminars both conveying and gathering information required to perform functions.
Prepares a wide variety of complex materials documenting activities and issues, advocating for needed improvements, meeting compliance requirements, applying for grants, providing audit references, making presentations, and/or providing supporting materials for requested actions.
Knowledgeable, serving as the District’s expert voice, in providing information on a variety of ELL and Migrant Education topics, training others, and/or implementing actions.
Proactively recommends policies, procedures, assigned activities, projects and/or program improvements increasing effectiveness of the ELL and Migrant Programs and providing direction for meeting the District’s goals and objectives.
Researches a variety of topics to meet students’ needs in a consistent manner, developing new programs/services, ensuring compliance and relevant requirements, securing general information for planning, taking appropriate actions, and/or responding to requests.
Serves as a District liaison with other related agencies (e.g. DESE, Office for Civil Rights, local universities, and other community organizations, etc.) for the purpose of gathering information and/or facilitating communication between participants.
Supervises program personnel monitoring performance, providing for professional growth and achieving program objectives.
Performs other related duties as required/assigned.
QUALIFICATIONS AND REQUIREMENTS
Education and Experience
Bachelor’s Degree from an accredited college or university.
Minimum of four (4) years of job related experience with increasing levels of responsibility is required.
Certificates, Licenses and Other Special Requirements
Teaching certification is required.
ESOL endorsement preferred.
Master’s degree from an accredited college or university preferred.
Must pass a Criminal Background Clearance the results of which must be satisfactory to the District, required.
Possession of a valid Driver’s License, with evidence of insurability.

Knowledge of algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems.

Working Conditions and Physical Requirements
Work environment is primarily inside, where the noise and temperature levels are moderate.
The work is light work that requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects.
Must possess the physical ability to work primarily with fingers, perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance.
Additionally, the following physical abilities are required: grasping, handling, hearing, kneeling, manual dexterity, mental acuity, repetitive motion, speaking, standing, talking,0 visual acuity, and walking.
